Water Restrictions Dropped Across South Florida


Governing Board members voted unanimously to drop all water restrictions across the District in their November board meeting.  Restrictions on agriculture ranged from 15% - 45% cutbacks depending on location.  Board members also expressed gratitude to the agricultural community for working with the district in a cooperative fashion while water restrictions were in place and for being good stewards of the limited water.

South Florida Governing Board Approves Use of Federal Cost-Share Funds on Public Lands


Governing Board members voted to allow Federal cost-share funds to be utilized on District owned lands during the October board meeting.  The funds, known as EQIP (Environmental Quality Incentives Program) assist producers in implementing best management practices (BMPs) thus reducing land management costs.

Everglades Headwaters National Wildlife Refuge and Conservation Area Draft Plan

The U.S. Fish & Wildlife Service (USFWS) recently announced the availability of the Draft Land Protection Plan (LPP) and Draft Environmental Assessment for public review and comment for the proposed establishment of the Everglades Headwaters National Wildlife Refuge and Conservation Area.  The area under consideration is between Lake Okeechobee and Kissimmee in the Kissimmee River basin.

$100 Million Allotted for Everglades May Help Agriculture to Remain on Land

Last Thursday, the U.S. Department of Agriculture said it will use $100 million to acquire permanent easements from farmers and ranchers in Hendry, Glades, Highlands and Okeechobee Counties to restore wetlands on nearly 24,000 acres.  These easements are not a panacea for ranchers but on specific parcels, they provide an alternative source of income by raising water levels on lands that were drained in the past.

Ranchers Raise Questions about Proposed National Wildlife Refuge

Cattlemen, dairymen and farmers are continuing to evaluate the potential impacts of the proposed Everglades Headwaters National Wildlife Refuge that could encompass up to 150,000 acres of land in the Kissimmee Basin between Lake Okeechobee and Orlando.  U. S. Fish & Wildlife (USFWS) is proposing to purchase 100,000 acres of development rights from landowners.  Additionally, USFWS is proposing to purchase 50,000 acres in fee simple acquisition.

South Florida Growers Brace for Water Restriction

Florida Water Management District Governing Board will meet in Clewiston next week and the amount of available water in South Florida through May will be a hot topic on the agenda.  Models at NOAA’s Climate Prediction Center are pointing toward very dry conditions for March – May.  The summer rains typically start by the second week of June.

Dry Season Starts Early in South Florida
The regular dry season for south Florida leaped ahead by about a month and is now in full swing.  It is during this time that farmers watch Lake Okeechobee levels very closely.  As the bellwether for water supply in South Florida, it is imperative that ample water is available for the vegetable growing season which supplies the eastern United States with fresh food during the winter and spring.

SFWMD Governing Board Prioritizes Land Purchase Above Quality/Storage Projects

Cold Weather Affecting Crops

The much colder average temperatures and frosty nights have affected the production and maturity of many crops in south Florida. Frost settled on crops in Homestead and burnt tender foliage that is vital for crop production. In the Everglades Agricultural Area, areas of widespread frost damaged many vegetable crops and sugar cane. The vegetable crops are being replanted and the cane harvested although yield and quality is reduced due to the frost damage.

Conforming Lake Okeechobee Adaptive Protocols to New Schedule

The Water Resources Advisory Commission (WRAC) is conducting workshops to update the Lake Okeechobee Adaptive Protocols so they mesh with the new lake schedule which keeps the lake
1 ½ feet lower than the previous schedule.  The adaptive protocols provide written guidance for low volume releases when the lake is in the Base Flow or Beneficial Use Sub-band.  They are not a rule or order but provide a process for input to the U.S. Army Corps of Engineers decision-making process.

Florida Farm Bureau Federation is encouraged that Governor Crist filled the three vacant seats on the water management district governing board. The one position that has historically represented agriculture has been vacant for over a year. We are equally impressed with the selection of candidates whom we feel will represent all water users well.

Water Shortage Orders
On March 31, 2009, the Southwest Florida Water Management District Governing Board voted to tighten water restrictions for certain utilities in Hillsborough, Pasco and Pinellas counties. This Modified Phase IV Critical Water Shortage continues to allow lawn watering one day per week but restricts the hours allotted for lawn watering.

Florida Farm Bureau Federation Expands Opposition to Water Management District Purchasing U.S. Sugar Lands

During their February meeting, the Board of Directors of Florida Farm Bureau asked staff to increase efforts in opposition to South Florida Water Management District’s attempt to purchase 183,000 acres of land owned by U.S. Sugar Corporation for $1.34 billion.

The board stood by statements given in a December press release regarding the acquisition.

U.S. Sugar/SFWMD Land Acquisition Update

Behind-the-scenes negotiations are still taking place between U.S. Sugar Corporation and the South Florida Water Management District (SFWMD).  SFWMD has 75 days from June 24th to secure an acceptable contract between the two parties to submit to the governing board.  At that time, all negotiations become public.  This complies with Florida Statute 373.139 (3) (a), according to the Water Management District.

U.S. Sugar/SFWMD Land Acquisition

On June 24th, Florida Farm Bureau issued the following statement regarding the announcement of the sale of U.S. Sugar’s land to the state of Florida.

The Florida Farm Bureau Federation yesterday learned of the tentative agreement between U.S. Sugar and the state of Florida to sell its agricultural lands to the South Florida Water Management District.

This major development will require the recasting of the long-standing plans for the Comprehensive Everglades Restoration Program.

Florida Farmers Welcome EPA’s Clarification of Water Transfer Rule

In a press release on June 9, the Environmental Protection Agency (EPA) announced a rule to clarify that permits are not required for transfers of water from one body of water to another. Such transfers include routing water through channels (canals), or natural stream courses for public water supplies, irrigation, power generation, flood control, and environmental restoration.

Unusual Spring Rainfall Allows District to Loosen Restrictions

Unusual wide-spread spring rainfall has given the South Florida Water Management District governing board a margin of confidence to back off of stringent Modified Phase III water restrictions in most basins within the District. Phase III water restrictions required up to a 45% cutback in permitted allotments of water to farmers.

Phase III Water-use Restrictions Take Effect Across South Florida

As reported in last month’s newsletter, Phase III water use restrictions are now in place for all sixteen counties within the jurisdiction of the South Florida Water Management District. This is in response to dwindling water supplies across south Florida.

In response to dwindling water supplies across south Florida, the South Florida Water Management District governing board has voted to implement Phase III water-use restrictions across the sixteen counties within its jurisdiction. These restrictions will become effective on January 15, 2008.

Rainfall during the 4-month wet season (June through September) was statistically normal within the northern and central regions of the Southwest Florida Water Management District (SWFWMD). However, the southern region experienced below normal rainfall and the rainfall received was insufficient to improve hydrologic conditions.

Northern Everglades Plan

The SFWMD is modeling to determine the flow of water coming in and going out of basins within the Northern Everglades. They are also noting water use and water sources within these basins. This region extends north of Lake Okeechobee to Reedy Creek and Shingle Creek just south of Orlando. The Northern Everglades also encompasses the Caloosahatchee and St. Lucie River basins as well as the area immediately surrounding Lake Okeechobee as shown in the following graphic.
